PolyForm Noncommercial forbids commercial use entirely. An OpenRoots instrument permits it at every tier, charging above a threshold. Taking the material in would mean granting recipients a commercial right the upstream licensor withheld.

PolyForm cannot represent the royalty, and its noncommercial limit is stricter than anything OpenRoots imposes.
